BRANDENBURG, Germany—The German National Government has implemented a range of policies to reduce carbon emissions. The country has embraced the renewables revolution, particularly wind and solar power, with greater enthusiasm than any other country. The 30-megawatt WKN wind farm at Zitz-Warchaw is part of a massive investment that has spawned a new manufacturing industry and is making Germany the largest producer of renewable energy in Europe, 2004.
